Puyallup PTA Council 5.7

Standing Rules

 

Article 1   The name of this organization shall be: Puyallup PTA Council 5.7.

Article 2   Articles of Incorporation

This Council was recognized by the IRS as a tax-exempt organization July 2nd, 1980 under section 501(c) 4. This Council was incorporated as a non-profit corporation by the State of Washington on January 21st, 1980. It is the responsibility of the Council to file an Annual Corporation Report prior to March 1st. The Incorporation number is D296227. The Council’s Federal Employer Identification Number (EIN) is 91-1085789.

Article 3  Charitable Organization

This Council was registered as a Charitable Organization by the State of Washington on November17th, 1988. It is the responsibility of this Council to file this registration each year prior to November 15th. The registration number is PUC-088-322.

Article 4   Service Fees

           Membership service fees of this Council shall be: $1.00 per capita.

Article 5    Executive Committee

The Executive Committee of this organization shall consist of the following elected officers: President, Vice President Events, Vice President Membership, Vice President Programs, Secretary, Treasurer, and Legislative Representative. All elected offices may be held jointly by two people. No person shall serve in the same office for more than two (2) consecutive terms. An officer having served eight (8) or more months shall be considered to have served a full term. To be eligible for election, a person must be a member of a local PTA/PTSA unit of the Council and must have served on the local unit’s board of directors for at least one term. The election of officers shall take place at a General membership Meeting no later than April 30th for a term of one year. Officer’s duties are assumed by July 1st.

Article 6   Executive Officers Duties

The duties of the Executive Committee shall be as stated in the WSPTA Uniform by-laws, and as stated in the Puyallup PTA Council Roles and Responsibilities. Each member of the Executive Committee shall keep records of their office and all recommendations pertaining to their office. Those records shall be turned over to the incoming President by July 1st.

Article 7   Board of Directors

The Board of Directors shall consist of the Executive Committee and the Standing Committee chairpersons. The standing committee’s chairs shall be appointed by the President with the approval of the Executive committee, for a term of one (1) year. No person shall serve in the same position for more than two (2) consecutive terms. Each committee chair is responsible for keeping a procedure notebook for referral to his/her successor. These records shall be turned over to the incoming President by July 1st.

The Standing Committee chairs shall be appointed by the President with approval of the Executive Board, for the term of one (1) year. No persons shall serve in the same position for more than tow (2) consecutive terms. Each committee chair is responsible for keeping a procedure notebook for referral to his/her successor. These records shall be turned over to the incoming President by July1st.

Ad-Hoc Committee Chairs shall be appointed by the Vice President Events and Vice President Programs with the approval of the Executive Board, for a term of one (1) year. These records must be turned over to the incoming President by July 1st.

Article 9   Legal Documents

A legal document notebook containing administrative papers shall be kept by the Council Treasurer. A second copy shall be kept with the President. Access to the file is through the President or the Treasurer.

Article 10  Meetings

General meetings of this organization shall be held as scheduled by the Board of Directors at designated schools or places of interest unless otherwise specified. There shall be at least (5) General Membership Meetings per year. 50% or 10 voting delegates of the council shall constitute a quorum. Absentee or mail –in proxy ballots are prohibited.

Article 11  Declaration of Vacancy

An office or chair may be declared vacant if member is absent three (3) consecutive meetings, unless excused by the President.

Article 12  Council Voting Delegates

General membership of this Council shall be open to the members of the Council. Council Membership shall consist of PTA/PTSA local units within the Puyallup School District.  Privilege of introducing motions and voting shall be limited to the voting body of the Council. The voting body shall consist of the members of the Council Board of Directors, the Local Unit President, or an authorized delegate. Each member of the Council Board of Directors will have one (1) vote, regardless of position at the local unit level. Local Unit Presidents serving as Council Officers shall appoint a permanent alternate to vote in their place.

Article 13 Convention Delegates voting/visiting

Council will have two (2) voting delegates attending convention.  The voting delegates for the WSPTA convention shall be selected by the Board of Directors, Registration and Hotel shall be paid for by the Council, and anyone else so delegated by the Board of Directors.  Persons attending convention paid for by the Council will submit a summary on notes and handouts from the classes attended to the Board of Directors.

Article 14  Nominating Committee

A Nominating committee of at least three (3) not to exceed five (5) shall be elected at the first Council general membership meeting of the year. This committee must submit a written report to the council President and general membership 15 days prior to the March general membership meeting. Notice to the local units must be in written/flyer form. (This may be done on the General Membership meeting notice for the month)

Article 15  Adoption of Standing Rules/Budget

The budget of this organization shall be presented to the General Membership at the last scheduled General Membership meeting, or prior to July 1st. The Standing rules may be amended at any General Meeting by two-thirds vote, or with previous notice, a simple majority.

Article 16  Legislative Assembly

The Council will have two voting delegates at the Legislative Assembly. Registration and hotel shall be paid for by Council. The Legislative Chairperson(s) shall be the voting delegate(s) for the  State PTA Legislative Assembly. If unable to attend then an alternate shall be selected by the Board of Directors.

Article 17  Treasurer’s Report

Treasurer will provide written and oral reports at each meeting with all books present. All Council checks will require two (2) authorized signatures. The bank statement will be sent directly to the Treasurer and President.

Article 18  Audit of Council Books

An audit committee, minimum of three (3) people appointed by the president should audit council books twice each year, or a single licensed auditing agency. Members of this committee shall not include the Council Treasurer, or any person authorized to sign on the Council bank accounts and their spouse’s.

Article 19  Banquet Guests

The Council shall consider the Executive Committee, Event Chairpersons, Event Award Recipients or Selection Chair, and any requested Guest Speaker(s) or Entertainer(s) as paid guests of the Council, should fees be charged.

Article 20  Finances

All reimbursements shall include a receipt and shall be submitted to the Treasurer with in 60 days of purchase. All request for reimbursement must be signed by Committee Chairs and be received by June 1st. Upon receiving monies the Treasurer will write a receipt to the individual or committee chair.

Article 21  Golden Acorn Recognition

One or more Golden Acorn Awards shall be presented annually to an outstanding volunteer(s). A committee of at least three (3) no more than five (5) shall select the recipient. The board of directors shall determine the number of recipients.

Article 22  Zeiger Award Recognition

A Zeiger Award shall be presented annually to an outstanding teacher or educator currently employed or retired from the Puyallup school district and a current PTA member. Ed Zeiger and a committee shall select the recipient. The board of directors shall determine the number of recipients.

Article 23  Outstanding Advocate Award

An Outstanding Advocate Award shall be presented annually to outstanding volunteer that advocates on behalf of children and youth in our community. The committee of at least three (3) no more than five (5) shall select the recipient. The board of directors shall determine the number of recipients.
